Leslie Bloom

Leslie began her career in Public Finance in 2007 and has served as both an advisor and an investment banker. In her current role as an investment banker, she partners with public agencies to access the capital markets and execute financing strategies, with work spanning feasibility analysis, credit considerations, deal structuring, pricing and execution, and stakeholder education. Her experience includes public agencies of all sizes throughout the state, including school districts, cities, and special districts, with financing expertise across general obligation bonds, general fund lease/COP transactions, water and wastewater financings, tax-increment structures, and special tax bonds. Over the course of her career, Leslie has participated in the structuring and sale of more than 250 senior-managed financings totaling over $4 billion in principal. Leslie is a past President of the San Diego Chapter of Women in Public Finance. She holds a B.S. in Accounting and Finance from the University of Arizona.
