Bill Waters II is a Financial Advisor, Certified Plan Fiduciary Advisor, Certified Investment Management Analyst and Managing Partner with the Waters Wealth Management Team at Raymond James Financial. While focusing his business on his clients’ individual financial objectives, Bill believes the most successful wealth management strategies work in conjunction with superior Financial Planning. It is this comprehensive, solution-focused approach, delivered with constant personal attention and a commitment to his clients’ best interests, that sets Bill and his Team apart. Bill and his team work with both individual clients and businesses across the United States.

Bill and his team have been recognized by Forbes as Best-in-State Wealth Advisors and named to both the Raymond James President’s Council and Chairman’s Council.

Bill started his career at Raymond James Financial, in the Asset Management Services division, in 2009. There he helped the firm launch 2 new Financial Planning platforms and spent five years traveling the country, working with high net worth clients and advisors. Bill worked his way to Vice President and Senior Asset Management Consultant, directing the southwest region of the US covering all Managed Investment Account Platforms for Raymond James. On June 1, 2015, Bill joined his father in private practice as a member of the Waters Wealth Management team.

A native of St Petersburg, FL, Bill Waters II graduated from the University of South Florida with a Bachelor’s degree in Finance and a Master’s Degree in Business. He obtained his Certified Investment Management Analyst (CIMA)* designation after attending The Wharton School at the University of Pennsylvania and his Certified Plan Fiduciary Advisor (CPFA)* Designation from the National Association of Plan Advisors. Bill also holds his Series 7, 66, and 215 Health, Life, and Variable Insurance Licenses.

When not working, Bill enjoys sports, traveling, and spending time on the water with his wife Dr. Elisa Lynskey, M.D. ENT along with their kids Hailey and William III. Bill has also been a member of the St. Petersburg Yacht Club since 2008 and an active Board Member since 2018. He specializes in working with current and future boat owners, helping them understand and integrate their passions into successful long term Financial Plans. As a multi-boat owner, he can personally speak to the intricacies and details of Boat/Yacht ownership, whether for business or personal use.

A Bill and his wife Elisa try to help out and give back to the local community through various charities and supporting local organizations such as the St. Pete Free Clinic, Florida Cancer Foundation, Babycycle Diaper Bank, Boat Kids Charity, Big Brothers and Big Sisters, SPCA and others. They are also founding Volunteers and Sponsors of the Annual Boat Kids Charity Event that hosts kids with Disabilities for a day on the boat and an island picnic. Each year this event has 50+ volunteers and hosts over 200 kids and their families.


A Certified Plan Fiduciary Advisor (CPFA) is a financial professional that can help their clients objectively review their financial status, identify potential concerns, and recommend the appropriate solutions for addressing these retirement matters. The CPFA Certification covers an array of topics including fiduciary roles and responsibilities, fiduciary oversight, plan investment management, and plan management. Advisors who earn their CPFA demonstrate the expertise required to act as a plan fiduciary.
